This bill requires the Under Secretary of Defense for Intelligence and Security to conduct a comprehensive threat assessment focused on unmanned aircraft systems (drones) operating at or near U.S. international borders within 100 air miles of land or coastal boundaries. The assessment must investigate potential risks from "malign actors" - individuals or groups engaged in foreign influence, drug trafficking, or transnational organized crime - by examining how these actors use drones, their operational tactics, and the data they collect. The assessment will explore the current capabilities of U.S. government agencies to detect, identify, counter, and mitigate drone-related threats, including an evaluation of existing legal authorities and potential gaps in air domain awareness. Within 180 days of completing the assessment, the Under Secretary must submit a detailed report to multiple congressional committees, including an analysis of national security risks, current government responsibilities and procedures, and recommendations for potential additional authorities or resources needed to address drone threats. The report will be primarily unclassified but may include a classified annex, and will be followed by a congressional briefing 90 days after its submission, ensuring transparency and congressional oversight of potential drone-related security challenges along U.S. borders.
