This bill amends the Emergency Telephone System Act to modify the statewide 9-1-1 surcharge rates for telecommunications and wireless carriers. Currently, carriers have been charging $1.50 per network connection or wireless connection, but beginning January 1, 2026, the bill increases this surcharge to $2.50 per connection. The surcharge applies to telecommunications network connections (excluding pay telephone services) and wireless connections with an Illinois area code or billing address. Carriers are allowed to retain a small percentage (1.74%) of the collected surcharge to cover administrative costs, with the potential to retain up to 2.5% if they can document higher expenses. The collected surcharges are remitted to the Illinois State Police for deposit into the Statewide 9-1-1 Fund, which supports emergency communication services. The bill maintains existing penalties for carriers who fail to remit surcharges or provide required subscriber information on time, ensuring continued funding and accountability for the state's 9-1-1 emergency response system.
