AI Summary

This bill introduces comprehensive legislation to regulate live event ticket sales in New York State, addressing multiple aspects of ticket reselling and consumer protection. The bill defines a "professional reseller" as an individual or entity that regularly resells more than 30 tickets per year, establishing a tiered annual licensing fee ranging from $1,000 to $3,000 based on the number of tickets resold. Online ticket marketplaces will now be required to verify and display the New York state ticket reseller license number for sellers and provide clear disclosures about ticket resales. The legislation also expands consumer refund rights, mandating full refunds under various circumstances such as event cancellation, postponement, or rescheduling, and requires resellers to honor refund opportunities originally offered by primary ticket sellers. Additionally, the bill places restrictions on ticket resale prices for certain events, requires primary ticket sellers to disclose the number of tickets available to the general public, and prohibits venues from penalizing season ticket holders or members who resell tickets. The bill aims to increase transparency, protect consumers, and regulate the ticket resale market, with provisions taking effect 60 days after becoming law and extending the current ticket sales regulations through June 30, 2028.
