AI Summary

This bill provides appropriations and authorizations for state employee retention incentives and salary increases across multiple bargaining units for fiscal years 2025-2026 and 2026-2027. The bill allocates funds from the State General Fund and State Highway Fund to provide $1,000 retention incentives to personnel in various bargaining units, including employees from different state agencies and the Nevada System of Higher Education. The incentives will be paid in different ways, such as in four equal installments or according to specific collective bargaining agreements. Additionally, the bill mandates a 1% salary increase for affected personnel in each fiscal year. Importantly, the legislation emphasizes that these appropriations are one-time grants specifically for the 2025-2027 biennium and do not commit the state to providing similar incentives or benefits in future budget periods. The bill also includes a provision that renders void any collective bargaining agreement provisions requiring legislative appropriation, except for those specifically funded in this legislative session. The act is set to become effective on July 1, 2025, and covers a wide range of state employees, including those in transportation, public safety, and higher education sectors.
