This bill establishes the Nevada Energy Resiliency Task Force, a 12-member group appointed by state political leaders, including the Governor, Senate leaders, and Assembly leaders, with at least one expert in energy, logistics, and economics. The Task Force will conduct a comprehensive analysis of Nevada's energy and fuel supply chain, focusing on the state's current dependency on California-refined fuel and its associated economic, health, and security vulnerabilities. The group will investigate potential strategies to reduce this dependency, such as exploring alternative fuel sources like a pipeline from the Permian Basin in Texas and New Mexico, increasing imports from Utah refineries, and developing alternative fuels. The Task Force will also develop recommendations for enhancing energy resilience, including proposals for improved fuel storage, emergency energy protocols, and potential regulatory reforms. Task Force members will serve without compensation, and government employees participating in the Task Force will be allowed to do so without loss of regular pay or requirement to use leave time. The group is required to submit a written report of its findings and recommendations to the Legislature by February 1, 2027, and will be supported administratively by the Governor's Office. The Task Force may also seek and accept external funding to support its work, with the bill becoming effective on July 1, 2025.
