This bill amends the New York City Charter to authorize city agencies to procure goods, services, and construction from special veteran emerging business enterprises (SVEBEs) without a formal competitive process for amounts up to $1.5 million. A special veteran emerging business enterprise is defined as a business that is both a certified service-disabled veteran-owned business (as defined in the veterans' services law) and a certified emerging business enterprise. The bill requires the city to submit an annual report to the state government detailing the total number and dollar value of procurements from SVEBEs, minority and women-owned business enterprises, and other businesses. Additionally, the report must include information about the number of certified SVEBEs and minority/women-owned businesses capable of performing specific types of work. This legislation aims to provide more opportunities for veteran-owned businesses, particularly those owned by service-disabled veterans, to participate in city procurement processes and support their economic growth.
