This bill provides the City of Cambridge with more flexible procurement guidelines for purchasing supplies and services, specifically to support disadvantaged, diverse, and small local businesses. For purchases under $20,000, Cambridge can use "sound business practices" when contracting with certified minority or local businesses. For purchases between $20,000 and the state's small procurement threshold, the city must seek written quotations from at least three certified disadvantaged, diverse, or small and local business enterprises. The procurement officer must document the procurement process, including names of businesses contacted, specifications, quotations received, and ultimately award the contract to the responsible bidder offering the best quality at the lowest price. After awarding a contract, the city must publish the award details on its website or another appropriate notification platform. The bill maintains compliance with existing procurement laws while providing more opportunities for smaller and minority-owned businesses to compete for city contracts. The provisions are severable, meaning if any part is found invalid, the rest of the bill remains in effect, and the bill will take effect immediately upon passage.
