This bill amends the Emergency Telephone System Act to adjust the statewide 9-1-1 surcharge for telecommunications and wireless carriers. Currently, the monthly surcharge is $1.50 per network or wireless connection, but beginning January 1, 2026, the bill will increase the surcharge to $2.50 per connection. The surcharge applies to telecommunications network connections (with some exceptions like pay telephone services) and wireless carrier connections that have an Illinois area code or billing address. Carriers are allowed to deduct up to 1.74% of the collected surcharge to cover accounting and collection expenses, with the possibility of deducting up to 2.5% if they can document higher expenses. The collected surcharges will be remitted to the Illinois State Police for deposit into the Statewide 9-1-1 Fund, and carriers face penalties for late or incomplete remittances. These funds support emergency communication services, helping to maintain and improve 9-1-1 infrastructure and response capabilities across the state.
