This bill amends the Michigan Commission on Law Enforcement Standards Act to require comprehensive mental health and de-escalation training for law enforcement officers. Beginning July 1, 2026, new law enforcement officers must complete training in areas including de-escalation techniques, implicit bias, procedural justice, behavioral health resources, and crisis intervention. The training curriculum for de-escalation must cover specific elements such as verbal and physical tactics to defuse volatile situations, appropriate use of force, recognition of disabilities and mental health disorders, officer intervention responsibilities, and methods to divert individuals with mental health challenges from the criminal justice system. Each law enforcement agency must adopt a written policy mandating de-escalation techniques in citizen interactions. Additionally, starting July 1, 2027, licensed officers must complete at least 12 hours of continuing education in these areas, increasing to 24 hours every two years from July 1, 2028. The Michigan Commission on Law Enforcement Standards is tasked with developing curriculum standards, researching training gaps, and establishing a system of potential license sanctions for non-compliance. The bill aims to improve law enforcement interactions, reduce unnecessary use of force, and provide officers with tools to handle complex mental health-related situations more effectively.
