AI Summary
This bill introduces comprehensive regulations for firearms, focusing on requiring serial numbers for all firearm components and addressing "ghost guns" (privately manufactured firearms without serial numbers). The legislation prohibits manufacturing, selling, importing, purchasing, or possessing firearms and firearm components without a valid serial number, with specific exceptions for law enforcement, military personnel, antique firearms, and certain authorized entities. Individuals manufacturing firearms without a commercial license must obtain a serial number within 10 days and report details to state police. The bill defines various technical terms like "frame," "receiver," and "unfinished frame or receiver" and establishes penalties for violations, including misdemeanor charges for first offenses (up to one year in prison and/or a $5,000 fine) and felony charges for subsequent offenses (up to five years in prison and/or a $10,000 fine). The legislation also addresses undetectable firearms and aims to prevent individuals prohibited from possessing firearms from manufacturing or obtaining them. The law will take effect 18 months after its passage, providing time for individuals and businesses to comply with the new requirements.
