This bill amends the Homeless Services Reform Act to enhance protections for participants in the Family Re-Housing Stabilization Program (FRSP) by establishing new grounds for extending program assistance beyond the standard 12-month period. The bill requires the Department of Human Services or its designee to consider requests for FRSP extensions when participants have made a good faith effort toward their individualized housing stability goals, have not yet secured permanent affordable housing, and have submitted a written extension request. When evaluating extension requests, the department must consider the "totality of the circumstances" and can grant extensions in 6-month increments with formal reviews every 3 months. If an extension is denied, participants must receive 30 days' written notice explaining the reason for denial and be informed of their right to appeal through a fair hearing, with the option to continue receiving FRSP services while the appeal is pending if requested within 15 days of receiving the termination notice. The bill is set to take effect on July 10, 2025, and will remain in effect for 90 days as an emergency act, providing temporary but critical support for families working to achieve housing stability.
