This bill amends the Homeless Services Reform Act to modify the rules for the Family Re-Housing Stabilization Program (FRSP), a program designed to help homeless families find stable housing. The bill introduces new provisions that allow participants to request extensions to their FRSP assistance beyond the standard 12-month period under specific circumstances. These circumstances include: the participant submitting a written extension request, demonstrating a good faith effort towards their individualized housing goals, and not yet being approved for permanent affordable housing. When considering extension requests, the Department of Human Services (or its designee) must evaluate the "totality of the circumstances" and can grant extensions in increments of up to 6 months, with formal reviews every 3 months to ensure participants are progressing towards housing stability. If an extension is denied, participants must receive 30 days' written notice explaining the reason for denial and informing them of their right to appeal through a fair hearing, with the option to continue receiving FRSP services while the appeal is pending. The bill is set to take effect on July 10, 2025, and will expire 225 days after taking effect, providing a temporary amendment to the existing law to support homeless families in achieving long-term housing stability.
