AI Summary
This bill amends the Fiscal Code to modify how medical assistance payments are calculated for county and nonpublic nursing facilities. Specifically, the bill requires the Department of Human Services to apply a revenue adjustment neutrality factor to nursing facility payment rates to ensure that the statewide day-weighted average payment rate stays within the funds appropriated by the General Appropriation Act. Starting July 1, 2025, the bill mandates that the revenue adjustment neutrality factor for nonpublic nursing facilities shall be at least 0.90, and the factor for county nursing facilities will be 1.00 plus the percentage rate of change used for nonpublic nursing facility rates. This adjustment will remain in effect until June 30, 2026 or until a new rate-setting methodology for medical assistance nursing facility services is implemented. The bill aims to provide more specific guidance on how nursing facility payment rates are determined while ensuring financial neutrality and predictability for both county and nonpublic nursing facilities. The changes will take effect 60 days after the bill's passage.
