This bill amends the Rental Housing Act of 1985 to extend the deadline for housing providers to file a new registration statement from 90 days to 180 days after the completion of a publicly accessible rent control housing database. Additionally, the bill requires owners of rental properties that are exempt from rent stabilization to report the current monthly rent amount and the monthly rent amounts for the same unit during the previous two calendar years at the time of registration. This new reporting requirement is a one-time submission at registration and does not create ongoing annual reporting obligations. The emergency act will remain in effect for up to 90 days and will take effect upon approval by the Mayor (or after a mayoral veto is overridden by the Council). The purpose of these changes appears to be to provide more time for housing providers to comply with registration requirements and to increase transparency in the rental housing market by capturing historical rent information for exempt properties.
