Bill Summary

AN ACT IN THE COUNCIL OF THE DISTRICT OF COLUMBIA To amend, on a temporary basis, section 205(f) of the Rental Housing Act of 1985 to extend the deadline from 90 days to 180 days for housing providers to file a new registration statement after the completion of the publicly accessible rent control housing database, and to require owners of rental accommodations that are exempt from rent stabilization to report current and prior rent amounts for the previous 2 calendar years at the time of registration.

AI Summary

This bill amends the Rental Housing Act of 1985 to extend the deadline for housing providers to file a new registration statement from 90 days to 180 days after the completion of a publicly accessible rent control housing database. Additionally, the bill requires owners of rental accommodations that are exempt from rent stabilization to report current monthly rent amounts and the monthly rent amounts charged for the same units during the previous two calendar years at the time of registration. The new reporting requirement is a one-time submission at registration and does not create ongoing or annual reporting obligations. The bill is temporary, set to expire 225 days after taking effect, and will become law after mayoral approval and a 30-day congressional review period. The purpose appears to be providing more time for housing providers to update their registrations and to create greater transparency around rental pricing for units not subject to rent stabilization.
