The bill specifically protects SCF from liability for any environmental contamination that existed on the property prior to the transfer, while the Secretary of Health and Human Services remains responsible for addressing any contamination that occurred before SCF took control of the property. The legislation also nullifies any previous quitclaim deeds related to the property and ensures the Secretary retains reasonable access to the property for fulfilling any remaining obligations. The property is intended to be used for health and social services programs, and the transfer includes all land, improvements, and related appurtenances located in the Anchorage Townsite Subdivision.
