This bill amends the Agricultural Research, Extension, and Education Reform Act of 1998 to give the Secretary of Agriculture more flexibility in administering the Specialty Crop Research Initiative (SCRI). Specifically, the bill allows the Secretary to waive the requirement that grant recipients provide matching funds when applying for research grants. Under the current law, entities seeking grants for specialty crop research must contribute a portion of the funding themselves, but this bill would give the Secretary discretion to eliminate that matching funds requirement for grants awarded on or after the bill's enactment date. The Specialty Crop Research Initiative supports research and development related to fruits, vegetables, tree nuts, and other specialized agricultural products, and this change could make it easier for research institutions, universities, and other organizations to access funding for important agricultural research projects by removing a potential financial barrier to applying for grants.
