This bill provides a special provision for Alexander D. Rusin, an employee of the Erie County Water Authority, to retroactively join the New York State and Local Employees' Retirement System (NYSLERS) for a seasonal job he held from June 2 to August 22, 2008. Specifically, the bill allows Rusin to be deemed a member of the retirement system as of June 2, 2008, despite not originally becoming a member during that employment period, through no fault of his own. To take advantage of this provision, Rusin must file a written request with the state comptroller within one year of the bill's effective date. The bill also stipulates that no contributions will be refunded to Rusin, and all past service costs of implementing this provision will be paid by the Erie County Water Authority. The fiscal note indicates that this will result in an approximately $5,500 increase in annual contributions for the water authority and a one-time past service cost of about $94,300. Notably, Rusin will be considered a Tier 4 member retroactively, whereas he is currently a Tier 6 member in the retirement system.
