This bill requires owners of multiple dwelling buildings to maintain detailed records of elevator and vertical transportation maintenance, issues, and repairs, and make these records available to tenants upon request. Specifically, the records must document when elevators or other vertical transportation systems are inoperable, require emergency service, need preventative maintenance, or require mechanical repairs (such as door malfunctions, hydraulic system repairs, and maintenance to electronic control systems or elevator carriages). These records must be kept up-to-date and will also be made available to the municipal department responsible for overseeing elevator violations. Importantly, tenants can use these records to potentially challenge rent increases, as copies of the records may be used to prohibit individual apartment improvement increases or temporary major capital improvement increases under the emergency housing rent control law. The bill will take effect 30 days after becoming law, providing building owners time to implement the new record-keeping requirements.
