This bill directs the state comptroller to conduct comprehensive audits of the Department of Health and other state agencies every three years to evaluate Medicaid managed care organizations' compliance with federal and state requirements. Specifically, the audit will assess how well these organizations (including health management organizations and prepaid health services plans) maintain adequate healthcare provider networks and adhere to mental health and substance use disorder parity requirements. Upon completing each audit, the comptroller must publish a detailed report that examines the state's effectiveness in measuring and evaluating these organizations, including reviewing annual reports of fraud and abuse, compliance plans, provider network adequacy, and mental health parity adherence. The report must include specific determinations of each Medicaid managed care organization's compliance and will be distributed to key state officials, including the governor, attorney general, legislative leaders, and chairs of relevant legislative committees. The first report is to be published by July 1st following the bill's effective date, with subsequent reports occurring at least every three years thereafter.
