This bill creates a new health insurance program administered by the State Workers' Insurance Board (SWIB) that allows individuals and businesses to purchase health insurance policies. Under the program, the board can establish insurance coverage with premiums set at its discretion, and may borrow up to 40% of the State Workers' Insurance Fund's current ending balance to cover claims and administrative expenses. The insurance policy must include minimum coverage for inpatient and outpatient hospitalization, emergency care, preventive care, and professional services from various healthcare providers like medical doctors, chiropractors, physical therapists, and nurses. The board may also offer optional coverage for dental, vision, and prescription benefits. The insurance will be sold directly by the board and through independent insurance agents, and the board will use standard medical claim forms. The board is required to create regulations to implement the program, which will take effect on January 1, 2026, or immediately thereafter. A portion of each premium payment will be used to repay the loan borrowed from the State Workers' Insurance Fund, with all investment earnings from the loan proceeds being used to administer the program.
