This bill modifies requirements for driver education instructor preparation programs in Michigan by making several key changes. The bill removes the previous start date of September 1, 2007, for implementing driver education instructor preparation programs and updates the qualifications for instructors who teach these preparation courses. Specifically, instructors can now qualify to teach these courses either by having a master's degree in education from an accredited college or university, or by meeting alternative requirements including conducting at least 1,500 hours of classroom instruction, 500 hours of behind-the-wheel instruction, and holding a valid driver education instructor certificate for 3.5 years or longer. The bill maintains the existing requirement that such programs must consist of at least four courses covering specific concepts like driver task analysis, classroom knowledge development, vehicle operation skills, and a practicum. The Secretary of State retains oversight responsibilities, including reviewing and approving programs, preparing a model program guide, and conducting program reviews at least once every three years. Each preparation course must still be at least two semester hours long and extend for a minimum of three weeks. The bill aims to provide more flexible pathways for becoming a driver education instructor while maintaining rigorous standards for program quality and instructor expertise.
