This bill amends Delaware's mental health services funding regulations for public schools by expanding the types of professionals who can be funded through mental health services units. Starting in fiscal year 2026, school districts and charter schools will be able to use dedicated funding units to hire registered nurses, board-certified assistant behavior analysts, and board-certified behavior analysts, in addition to existing mental health professionals like school counselors, social workers, and psychologists. The bill applies to elementary (K-5), middle (6-8), and high school (9-12) levels, providing schools with more flexibility in addressing student mental health needs. Each funding unit will be allocated for every 250 full-time equivalent students, and districts can combine fractional units to fund additional full-time staff. The bill requires that these new professional roles adhere to specific professional standards and certifications, and mandates that school districts develop policies to guide the provision of mental health services by these newly eligible professionals. By December 31, 2025, the Department of Education is tasked with developing a strategic plan to potentially expand these mental health services units across preschool, middle, and high school levels. The overall goal is to provide more comprehensive mental health support and resources for students across Delaware's public schools.
