This resolution directs the Delaware Department of Health and Social Services (DHSS) to prepare comprehensive reports on the Purchase of Care (POC) Program, a subsidy supporting early childhood and after-school education for low-income families. The reports, to be submitted on December 1, 2025, March 1, 2026, and June 1, 2026, must detail the number of children served monthly, total program expenditures, funding sources (including federal programs like CCDF, TANF, and SNAP), and demographic information. The resolution requires detailed utilization data, including enrollment, billing rates, and attendance patterns, broken down by county and age group. Additionally, the reports must include family demographic information such as race, household income, and poverty level, as well as special education rates and progress toward implementing new Child Care Development Fund policies. DHSS must also provide cost estimations for various poverty level scenarios and report on policy changes, reauthorization denials, and reasons for program eligibility changes. The reports must be presented to the Delaware Early Childhood Council and Interagency Resource Management Committee and made publicly available within one week of publication, with copies distributed to key state officials and committees.
