This bill amends the Delaware Performance Appraisal System II to create a more equitable and flexible student improvement evaluation component. Specifically, the bill requires the Department of Education to develop a revised evaluation system that considers factors that may unfairly impact student performance, such as student absences (excluding students who miss more than 15% of class time), student mobility, chronic student noncompliance with school rules, and parent non-engagement. The bill establishes a phased pilot program starting in the 2025-2026 academic year with at least 3 schools, expanding to 6 additional schools in 2026-2027, and requiring consent from participating schools and their educator representatives. During the pilot, participating educators will receive full evaluations, but the student improvement component will not affect their overall ratings. The goal is to refine the evaluation process, focusing on professional growth and creating more flexible student improvement measures. The revised system will be implemented statewide for all licensed and certified educators beginning in the 2027-2028 academic year, aiming to create a more nuanced and fair approach to assessing educator performance based on student progress.
