This bill amends the Michigan Commission on Law Enforcement Standards (MCOLES) act by transferring the commission to the Department of Licensing and Regulatory Affairs as a "type I transfer", which means the commission will remain largely independent but administratively attached to the new department. The bill updates various language around commission membership, removing gendered pronouns and making technical corrections. The commission will continue to consist of members representing various law enforcement and criminal justice organizations, including the Attorney General, State Police Director, a chief from a large city police department, and numerous representatives from police associations, sheriffs' associations, labor councils, and other law enforcement groups. The bill also clarifies appointment processes, specifying that commission members must serve 4-year terms, with appointments expiring on December 31st of their designated year. If a nominating organization fails to provide a nominee in a timely manner, the governor may appoint an individual meeting the membership requirements. Members are expected to serve only while they are active members of the organization that nominated them, and vacancies will be filled in the same manner as the original appointment.
