This bill, titled the Secure Space Act of 2026, amends the Secure and Trusted Communications Networks Act of 2019 to prevent the Federal Communications Commission (FCC)—the U.S. agency that regulates interstate and international communications—from granting certain satellite and earth station licenses, market access, or authorizations to any entity or its affiliates that is listed on the FCC's "Covered List," which catalogs communications equipment and services deemed to pose an unacceptable risk to U.S. national security. Specifically, the ban applies to geostationary and nongeostationary orbit satellite systems (satellites orbiting Earth at fixed or varying heights to provide communications), as well as individually licensed or blanket-licensed earth stations (ground-based stations used to communicate with those satellites). Furthermore, the legislation authorizes the FCC to issue reports assessing supply chain security risks if existing licensees use equipment produced by companies on the Covered List, and it requires the FCC to issue implementing rules within one year of the bill's enactment.
