This bill directs the New York State Commissioner of Education to conduct a comprehensive survey of recess practices in public and charter schools serving students from kindergarten through sixth grade. The survey will gather detailed information including the number of schools offering recess, the duration and frequency of recess periods, whether recess is held indoors or outdoors, availability of dedicated recess spaces, supervision status, presence of school nurses, barriers to providing recess, and whether recess is structured or allows for unstructured play. By March 1, 2026 (or 180 days after the law takes effect), the Commissioner must provide the survey results to key state government officials, including the governor, senate and assembly leadership, and education committee chairs. The survey results will also be made publicly available on the New York State Education Department's website. The bill aims to provide a comprehensive overview of current recess practices in elementary schools, which could potentially inform future policy decisions about student physical activity and well-being.
