This bill modifies the eligibility requirements for MinnesotaCare, a state health care program in Minnesota. Currently, the program is available to U.S. citizens, lawfully present noncitizens, and undocumented noncitizens with incomes up to 200% of the federal poverty guidelines. The bill introduces a significant change by limiting enrollment for undocumented noncitizens who are 18 years and older. Specifically, only undocumented noncitizens who were already enrolled in MinnesotaCare as of the bill's effective date can continue their coverage. Starting January 1, 2026, undocumented noncitizens who are 18 years or older will become ineligible for the program. The bill maintains existing provisions for families with children who are U.S. citizens, who must provide documentary evidence of citizenship, and retains the option for emergency medical assistance for those ineligible for medical assistance due to immigration status. The effective date of this change is the day following the bill's final enactment.
