This bill requires school districts, public libraries, Boards of Cooperative Educational Services (BOCES), county vocational education and extension boards, charter schools, and non-public elementary and secondary schools to provide and maintain opioid antagonists (medications used to rapidly reverse opioid overdose, such as Narcan) on-site at each facility. The bill changes existing law by replacing the word "may" with "shall", making it mandatory for these institutions to have these medications available. The opioid antagonists must be in quantities and types determined by the commissioner of education in consultation with the health commissioner. Any employee at these institutions can voluntarily choose to be trained to administer the medication during an emergency, but no employee can be required to participate. Institutions that choose to have trained staff must comply with specific public health law requirements, including proper clinical oversight, record-keeping, and reporting. The primary goal of this legislation is to expand opioid overdose prevention measures in educational and library settings, potentially saving lives by ensuring quick access to overdose reversal medication.
