This bill amends the vehicle and traffic law to modify how parking violation notices are served in cities with a population of one million or more. Specifically, the bill allows parking enforcement officials to use a vehicle's identification number (VIN) on a violation notice instead of the traditional license plate information under certain circumstances. These circumstances include situations where a vehicle has no registration plate, or where the registration plate is concealed or obscured. The bill applies this provision to both personal service of a violation notice to the vehicle's operator and when a notice is affixed to a vehicle when the operator is not present. When the VIN is used in place of license plate information, the notice must also indicate the reason for using the VIN, and supporting photographic documentation may be provided. This change is designed to ensure that parking violations can be properly documented and enforced even when standard license plate identification is not possible, particularly in large cities with complex parking environments.
