This bill requires the state to provide a specialized opioid and fentanyl overdose rescue kit to every elementary, secondary, trade, vocational, college, and university school in New York, both public and private, at no cost to the schools. The rescue kit is specifically defined as a box that contains at least two doses of naloxone nasal sprays and cardiopulmonary resuscitation (CPR) equipment, and has advanced technological features including the ability to wirelessly connect to the internet, automatically alert first responders when opened, and send wireless notifications before medications or supplies expire. While the kit will be provided to schools, training for teachers, faculty, and staff on how to use the kit is optional and available but not mandatory. The bill will go into effect 90 days after becoming law, with immediate authorization for state officials to prepare necessary regulations for implementation.
