Participants can receive up to five years of support, including guidance from an authority-provided mentor who helps them compete for and manage contracts, and potentially an additional five years of continued support and opportunities. The bill also establishes provisions for contract selection, mentor responsibilities, and reporting requirements, including an annual report to state leadership detailing procurement processes, contract specifics, and support provided to minority-owned, women-owned, and disadvantaged businesses. The mentors will be required to provide business training, technical assistance, and guidance to help small businesses successfully compete for and perform MTA contracts. The program aims to support and develop small businesses in the construction and related services sectors by providing structured mentorship and competitive opportunities.
