The bill also clarifies that landlords cannot impose additional charges for public utility services beyond the actual cost and prevents rental agreements from requiring arbitration or prohibiting specific rent payment methods. Any provisions in a rental agreement that violate these new rules will be considered void, providing stronger legal protection for tenants against potentially exploitative lease terms.
