This bill establishes the Michigan Achievement Skills Scholarship, a financial aid program designed to support state residents pursuing occupational training programs. The scholarship is intended to help residents access career training and develop skills needed for Michigan's evolving workforce. To be eligible, participants must be Michigan residents, have graduated high school or obtained a high school equivalency certificate in 2023 or later, be first-time enrollees in a qualified occupational training program within 15 months of graduation, and not have previously earned an associate or bachelor's degree. The Department of Lifelong Education, Advancement, and Potential will administer the program, which covers qualified training programs offering at least 150 clock hours of instruction over 8 weeks in career-oriented skilled trades, including maritime trades. Scholarships will cover the full cost of tuition, with recipients eligible for up to two academic years, and the program will not exceed the amount appropriated in the state school aid act. The department must maintain a list of eligible programs, track scholarship recipients, and submit an annual report detailing program participation and award details. Importantly, the bill prohibits training institutions from adjusting tuition or financial aid programs to offset the scholarship's benefits, ensuring the scholarship provides genuine additional support to students.
