This bill amends the act of November 27, 2019, which originally abolished numerous state authorities, boards, and commissions, by making several specific changes. The bill abolishes several additional state entities, including the Canine Health Board, Climate Change Advisory Committee, Flood Insurance Premium Assistance Task Force, Greater Pennsylvania Council, and High Speed Intercity Passenger Rail Commission, among others. It also restructures the Pennsylvania Human Relations Commission by establishing a new composition that includes members appointed by the Senate President pro tempore, Senate Minority Leader, House Speaker, House Minority Leader, Governor, Attorney General, and Auditor General. The bill transfers specific duties previously held by abolished commissions to other state agencies, such as moving the Canine Health Board's responsibilities to the Secretary of Agriculture and the Lobbying Disclosure Regulations Committee's duties to the Secretary of the Commonwealth. Additionally, the bill repeals various related laws and sections of existing acts that are no longer necessary or are inconsistent with the new provisions. The legislation also requires the Secretary of the Commonwealth to notify other participating states about the repeal of the Interstate Rail Passenger Advisory Council Compact and includes a provision that the act will take effect 60 days after its passage.
