This resolution creates a Task Force on Technology and Research Parks to comprehensively study the effectiveness of technology and research parks in Louisiana, with a deadline to submit a written report to the Senate Committee on Commerce, Consumer Protection and International Affairs by March 1, 2026. The task force will examine key metrics including the number of businesses that have used research parks since January 2020, investment amounts, businesses classified as "disadvantaged", operational status of businesses, locations of all research parks in the state, and identifying the most and least successful parks. The task force will consist of nine members, including the Senate president, committee chairs, heads of various state education systems, economic development officials, and a Louisiana Small Business Association representative. Members will serve without compensation but may receive standard per diem expenses, and the task force is required to follow Open Meetings and Public Records laws. The group must hold its first meeting by September 15, 2026, elect officers, and will automatically terminate after submitting its report or by June 1, 2025, whichever comes first, with the ultimate goal of providing recommendations and potential legislative proposals about the state's technology and research parks.
