This bill directs the Comptroller General (the head of the Government Accountability Office) to conduct a comprehensive study on wildfire mitigation across different types of land ownership. Specifically, the study will examine existing federal programs, rules, and authorities that either help or hinder wildfire mitigation efforts on both federal and non-federal lands. The study will explore whether changes to current programs could help federal land management agencies, the Department of Agriculture, the Department of Homeland Security, states, local governments, and tribal governments improve their capacity to prevent and mitigate wildfires. The study will also review activities under the Healthy Forests Restoration Act, assessing how to make these activities more effective and whether they have improved access to wildfire mitigation funding. Within two years of the bill's enactment, the Comptroller General must submit a report to the House Natural Resources Committee and the Senate Energy and Natural Resources Committee, detailing the study's findings and providing recommendations for simplifying cross-boundary wildfire mitigation efforts between different levels of government.
