This bill requires state agencies to automatically enroll eligible households receiving certain needs-based public assistance into utility bill payment assistance programs that provide ongoing support. The bill defines "ongoing assistance" as support that does not expire after a predetermined amount of time or total assistance received, including winter and summer utility shutoff prevention programs. Specifically, the Department of Human Services will be required to share information about recipients of programs like Temporary Assistance for Needy Families, Work First New Jersey, Supplemental Nutrition Assistance Program, and Supplemental Security Income with agencies that administer utility assistance programs. Those agencies must then review the eligibility criteria and automatically enroll qualifying households into programs like the Universal Service Fund, Winter Termination Program, and Summer Termination Program, with the important caveat that households will not be automatically enrolled in one-time or limited-use assistance programs. The bill aims to streamline access to utility bill payment support for low-income households by reducing administrative barriers to enrollment, and agencies are required to develop memorandums of understanding and promulgate regulations to implement these requirements. The bill will take effect six months after enactment, with agencies able to begin preparation in advance of the effective date.
