This bill requires an annual inspection and audit process for rent-stabilized apartments outside of New York City, focusing on individual apartment improvements (IAIs). Specifically, the bill mandates that rental authorities will review five percent of IAI notifications through on-site inspections and document reviews to ensure landlords have complied with legal requirements. If an audit reveals that a landlord cannot substantiate the costs claimed for improvements, the resulting overcharge will be considered willful. Furthermore, if a landlord is found to have willfully overcharged a tenant, the rental authorities will conduct additional comprehensive audits of all housing accommodations under that owner's control, in addition to existing penalties. The bill applies to rent-regulated units in cities with populations under one million, as well as towns and villages where an emergency housing situation has been declared.
