Specifically, the bill allows BOP employees working in locations designated as "Rest of U.S." to be considered part of the nearest other pay locality if that location is within 200 miles of another pay locality's boundary. If multiple pay localities are nearby, the employee would be assigned to the locality with the highest comparability payment. For prevailing rate employees (typically hourly workers), the bill mandates that they will be paid at the wage rate of the nearest other wage area or, if no nearby BOP facility exists, at a rate determined by similarity to their current wage area's characteristics. This means correctional officers and other BOP staff in less populated or rural areas could receive higher wages that more closely match compensation in nearby metropolitan or higher-cost regions. The changes would apply to pay periods starting 180 days after the bill's enactment, giving time for administrative implementation.
