This bill, known as the No Anonymity in Immigration Enforcement Act of 2025, requires U.S. Immigration and Customs Enforcement (ICE) agents to be visibly identifiable during enforcement operations by prohibiting facial coverings and mandating that agents wear garments displaying their name and ICE affiliation. The bill provides limited exceptions for situations involving imminent threats to life or when protective gear is necessary for safety or medical reasons, with a requirement that any use of these exceptions be reviewed by a supervisor within 48 hours to ensure appropriateness. The Secretary of Homeland Security must establish procedures for enforcing compliance, including disciplinary reviews for agents who violate the act and a mechanism for accepting and reviewing complaints through the Department of Homeland Security's Office for Civil Rights and Civil Liberties. The bill also requires an annual report to Congress detailing disciplinary actions and complaints. For the purposes of this act, an "agent" is defined broadly to include any ICE employee, officer, or contractor, and "enforcement operation" encompasses a wide range of immigration-related activities such as arrests, detentions, questioning, raids, and investigations. The act will take effect 30 days after its enactment, and includes a severability clause to ensure that if any part of the law is found invalid, the rest of the act remains in force.
