This bill allows certain motor vehicle franchisors, defined as companies that manufacture, assemble, distribute, or import new motor vehicles, to sell, lease, or assign vehicles to their employees, or employees of affiliated companies, who work at a primary place of business in New Jersey. It also permits these franchisors to lend vehicles for promotional, testing, marketing, or product familiarity purposes, up to a limit of 50 vehicles at any time. The bill clarifies that these franchisors can perform service and maintenance on these vehicles, but not retail service for vehicles sold to the general public, and they are exempt from certain requirements for physical dealership space and signage. Importantly, these sales or leases to employees must be documented with proof of employment, and the vehicles will be eligible for standard license plates. The bill also retroactively applies these provisions to January 1, 2025.
