This bill introduces the Firearm Destruction Licensure Act of 2025, which establishes a new regulatory framework for businesses that destroy firearms. The legislation requires individuals or businesses engaged in firearm destruction to obtain a license from the Attorney General, creating a new category of "firearm destroyers" in federal law. Under the bill, licensed dealers who destroy firearms must use a "covered method of firearm destruction" that renders the firearm and its components completely inoperable and reduces them to scrap. The bill mandates that licensed dealers who receive firearms from law enforcement or government entities submit annual reports to the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) detailing the number and origin of firearms destroyed. Additionally, the legislation establishes a grant program through which the Attorney General can provide funding to state, local, and tribal governments to pay licensed dealers for destroying firearms. The ATF will be responsible for developing specific rules about acceptable destruction methods and recordkeeping within 180 days of the bill's enactment. Penalties can be imposed on licensed dealers who fail to comply with the new regulations, and the Attorney General may revoke their license for willful violations.
