This bill amends the Human Services Code to modify how medical assistance benefits are established for pharmacy and dental services for recipients 21 years and older. Specifically, the bill requires the Department of Human Services to establish a single benefit package for pharmacy services, removing previous language about multiple packages. For dental services, the bill mandates the department create a new benefit package during the 2025-2026 fiscal year by publishing notices in the Pennsylvania Bulletin. The dental benefit package must: (1) include all dental service coverages that existed prior to September 24, 2011; (2) cannot remove existing dental service coverage or impose new benefit limitations; and (3) may include additional dental service coverages beyond the current offerings. The department is also required to seek a State plan amendment or Federal waiver from the Centers for Medicare and Medicaid Services if needed to provide dental service coverage. If such a waiver or amendment is approved, the Secretary of Human Services must publish a notice in the Pennsylvania Bulletin. The bill ensures that any inconsistent regulations are abrogated and takes effect immediately upon publication.
