This bill, known as the Research for Environmental Uses and Sustainable Economies Act of 2025 (REUSE Act of 2025), requires the Environmental Protection Agency (EPA) Administrator to prepare a comprehensive public report on reuse and refill systems within two years of the Act's enactment. The report will explore the feasibility and best practices of reuse and refill systems across various sectors, including food service, consumer products, cleaning products, personal care items, transportation, shipping, and educational institutions. The study will evaluate different types of reuse systems at various scales, examine methods for equitable distribution across communities, analyze potential job creation opportunities, assess economic costs and benefits for businesses and waste management entities, identify local, state, and federal support needed to expand these systems, and explore existing implementation barriers. In developing the report, the EPA Administrator will review reuse and refill system programs from different states, local governments, and foreign countries, and will consult with relevant stakeholders in the field. The bill broadly defines a "reuse and refill system" as a mechanism that allows products and beverage containers to be repeatedly recovered, inspected, repaired, and reissued for multiple use cycles by both producers and consumers.
