This bill establishes the Pennsylvania Home Preservation Grant Program, administered by the Department of Community and Economic Development, to provide grants to local governments for improving housing stock. Local governments can apply for grants to create or implement programs that restore or rehabilitate owner-occupied residential units, with expenditures limited to $50,000 per unit. The program targets homeowners with household incomes between 80% and 120% of the area median income and allows for repairs that address habitability concerns, improve energy or water efficiency, or enhance accessibility. Eligible applicants can use up to 10% of the grant for administrative expenses, and priority will be given to applications that secure additional non-State funding sources and demonstrate the ability to coordinate with existing home repair programs. Grant funds will come from State and Federal appropriations, with the department retaining up to 3% for program administration. To be eligible, counties must have encumbered 75% of available funds from the Whole-Home Repairs Program, and the grant process will be competitive, based on demonstrated need. The program aims to support local efforts to maintain and improve residential housing conditions across Pennsylvania.
