This bill adds a new section to Alabama state law that restricts bulk facilities that fill liquefied petroleum gas (LPG) cylinders from filling or storing those cylinders within 3,000 feet of the boundary of certain public places, including schools, churches, hospitals, athletic fields, and other public gathering locations. The legislation specifically targets bulk facilities that prepare LPG cylinders for wholesale distribution, and explicitly does not apply to retail facilities that store filled LPG cylinders for direct sale to consumers, such as propane tank exchange programs. The new regulation will take effect on October 1, 2026, giving businesses ample time to adjust their operations to comply with the new distance requirements. The purpose of the bill appears to be enhancing public safety by creating a buffer zone between LPG storage and areas with high public congregation, potentially to reduce risks associated with potential gas leaks or other hazardous incidents.
