Finally, the bill allows an electric public utility, subject to review by the board, to recover the all costs incurred in the implementation and compliance with the bill.

AI Summary

This bill establishes the "Community Power Storage Program," which allows customers of electric public utilities to participate in energy storage projects located within their utility service territory, even if the projects are not on their own property. The bill requires the Board of Public Utilities (BPU) to develop rules within 210 days of enactment, including setting a capacity limit of 5 megawatts per project and a goal of registering 2,000 megawatts of energy storage projects by 2034. The program aims to prioritize urban areas and industrial sites, ensure participation from low- and moderate-income customers, and provide bill credits to participants equal to the electricity they contribute to the electric distribution and transmission system. The BPU must create standards for project approval, verify energy discharge, implement consumer protections, and ensure each approved project has at least two participating customers. Electric utilities will be allowed to recover implementation costs, and the BPU must submit an annual report to the Governor and Legislature evaluating the program's effectiveness. The bill defines an energy storage project as any technology that can convert and store electrical energy for later use, such as batteries or other storage systems connected to the state's electric grid.
