Specifically, the bill permits CBP to conduct activities in foreign countries that include monitoring, locating, tracking, and deterring illegal drugs, human and goods smuggling, terrorist threats, and other security or economic risks to the United States. The support can also include emergency humanitarian efforts like search and rescue, medical assistance, air traffic control, and transportation. The bill allows the Secretary of Homeland Security to expend funds to pay claims for damages arising from these international operations, with claims needing to be submitted within two years of an incident. The Secretary must also report details of any payments to congressional committees. This authorization for international operations and claims payments will expire five years after the bill's enactment, providing a sunset provision to periodically review and potentially renew these expanded CBP capabilities. The bill aims to enhance U.S. border security and interdiction efforts by enabling more proactive international cooperation and intervention.
